Made in Blender 4.3.2
The Rigify rig was created with AccuRig and the Blender addon - CC/IC. If you want to add animations from actor core, you can use this addon.
Weights corrected manually after rigging in AccuRig.
There is no face rig, but there are shape keys and there is a ControlRig for managing these shape keys created with FaceIt.

FBX, OBJ, GLB, GLTF files were NOT created for any specific game engine or 3D software, so it is better to do this export yourself from the blend file that I provided.
In the DEF bone collection there are bones of the face, toes and chest, for which there are no weights. I decided not to delete them. So if you export the rig, these bones will also be exported, because they are deforming. If you are not satisfied with this, you can make them non-deforming by unchecking the Deform box in the bone settings.
I also hid the face controllers in the Rigify rig, because they do not affect anything.
The weights are normalized.
A weight limit is set so that more than 4 bones do not affect one vertex.
3 materials. One for the whole body, one for the jacket and one for the pants and shoes.
