At the building of the railway station on the South Square of the city, renamed Kalinin Square[4], in commemoration of the fifth anniversary of the formation of the region on April 7, 1951, a foundation stone was set in the foundation of the future monument to the “All-Union Starosta”. The design of an impressive 10-meter monument was entrusted to the sculptor B. V. Edunov and the architect A. V. Gulyaev.

The statue was cast in bronze at the “Monumentskulptura” factory. On a cylindrical pedestal made of pink granite at the art casting factory in Mytishchi, the coat of arms of the USSR and reliefs of fifteen flags of the Union republics are carved. The monument is located in the central section of the square on a hill, to which wide steps lead. M. I. Kalinin with a folded sheet of paper in his left hand is presented as making a speech, which is slightly emphasized by a restrained gesture of his right hand [5]. A similar but smaller statue of Kalinin by the same sculptor was erected in Vyborg in 1957.
