Originally developed in 1975 the TOR missile system was created in order to intercept small, aggressively maneuvering targets.

The TOR system is currently operated by: Algeria, Azerbaijan, Armenia, Belarus, China, Cyprus, Egypt, Greece, Iran, Peru, Russia, Ukraine, Venezuela, Yemen, Morocco and Syria.

On 8 January 2020, Ukraine International Airlines Flight 752 was shot down by the Islamic Revolutionary Guard Corps of Iran using the TOR-M1 air defence system.
