For anime, just turn the control wheel around its axis.
To change the appearance of the track, edit the spline (Tread line). condition: The length of the spline is approximately the same as if a wheel is outside the track, the direction of rotation should be reversed in 'Wire parameters' by adding (* -1) in X_Rotation of the wheel.
The rendering is setup in mental ray. No 3rd party plugin needed.
The textures are made with 'substance painter' The resolution of textures 4096x4096 JPEG
