Max file is only 13.5MB the rest of the large size is due to all the textures which make up most of the details. I'm considering this a low poly game ready model, however there is no standard to compare this against for a scene of this type.
scene includes a light dome made up of target direct lights in order to fake the Global illumination. all images were rendered using scanline and catmull-rom aa filter, basically no extra plugins or renderers needed.
scene also includes a super spray particle system for the water fountian in the park, with out the particles the average 720x486 frame render time is just over three minutes, however with the particle system turned on, the render times are a bit higher.
