By default character in Figure mode. To switch to animation (Dance) select any part of Biped, go to the Motion panel, Parameters, Biped, and uncheck Figure mode. Then character will dance.
If you need your own animation you can delete curent and make new one. Read 3dsmax Help to find how to make animation with Biped. Also you can load Motion Capture data via BVH or BIP files. All about that you will find in 3dsmax help too.
