The rendering is set-up with Mental Ray using smooth mesh preview so the meshes have not been subdivided. The skin geometry is just above 6500 faces.
Rigged using advancedSkeleton, A powerful rigging system that happens to be free for anyone to download. I personally own a license of AdvancedSkeleton so this character rig may be used commercially with out limitations. (note I am not allowed to give any outside links here on turbosquid, you will have to do a simple search for it.)

Animation Picker interface tool. This interface has options for selecting controls and for IKFK switching, IKFK matching. It also has other options like mirroring by selections.
I tried my best to keep this rig as simple as possible, and I chose not to require any extra plug-ins
