When I was asked to model this for a half-life 2 mod, I was told the poly limit was 4000, so not counting the little holosight I threw in for looks, it just barely weighs in. The LightWave Object file contains seperate layers for the major moving parts, and can be easily edited.
The 3ds zip contains all the exported 3ds files, one file for each moving part of the model. These files are not skinned, but the skins should fit with some simple manipulation.
The textures are included along with their .psd files in the zipped downloads. The base color of the m14 EBR kit can be changed simply by adjusting the hue etc on kit.jpg
