You can change ambient, fog or tint color settings ( environment settings ). So you can change illumnation city athmosphere and color style. I like darkness cities. But you can change illumunation parameter from environment settings.
This is 3dsmax7 scene. If you want to use 3ds , obj or fbx formats make some problem. Example; scene fog, specular materials and texture crops... But you can easy edit this model your 3d program. 3ds, obj etc. fotmats not support all settings.
