This is a Chit from the Gulf War. Chits are usually sewn into the lining of pilot''s jackets and used by a pilot that has been shot-down to communicate and ask for help from nationals that don''t speak the pilot''s language. If help is rendered then the pilot would rip-off a corner of the Chit. The corner would then be turned-in to Allied Forces as proof that aid was rendered and the native would thus be rewarded.
