It's hard to tell from what you posted, mop, but if it's clean enough you may be able to use the map as a displacement bitmap... using the Displace modifier.

oh bruce you did it different yours is better lol

terrain and a mountain this just a quickie.

create a cone in the p.view radius 1 set at 67.151 rad 2 35.101 hight is up-to you that is the mountain. in the top view create shapes and rectangle for the panel draw the rectangle over the mountain covert the rectangle to a spline go into the vertex and in the top view select all the vertext's scoll down until you see break and click that. get out of that add the garment maker go down into the panel and select the rectangle and it will turn red. in the front view with the move tool pull it up above the mountain but not to far up about 2 or 3 inches above it; get out of the garment maker. now we add the cloth

click on boject properties you see the rectangle in the box in a dot in the cloth add object select the cone01 pick it and click add collision and then ok then  last simulate local it will the rectangle will start falling down when you have it at a point where you want it then hit the esc key. if you don't get it right then hit the reset stat box and it will go back to normal to slow it down you have use the simulation, local damped when your done click esc tool. then select the cone and hide it

Another option:

Use the bitmap as a Displacement map in the material assigned to the Plane object, and then apply either a Displacement Approximation modifier, or a Displace Mesh (WSM). Using the Displacement Approximation modifier gives you the same controls as the Displace Mesh (WSM), and converting the Plane to an Editable Poly (Subdivision Displacement) or Editable Mesh (Surface Properties). The advantage of using the Displace Mesh (WSM) is that you can see the displacement in the viewport. The other methods do not displace the mesh until you render.

Hopefully the original bitmap has more detail. Even with using a Plane with 16x20 segements and setting the Displace Mesh: Subdivision Prsets to High, the final results still shows evidence of pixels from the bitmap.

Bhnh; that worked fine,I made a few saved them cant find were thay went yet:)thanks
Anthonyjackb:the cloth idea was good I played with it and many things came up thanks
Tim displacement map idea was what I was doing in the first place, but I could not get the bitmap to import.
The jpg is the wrond one it is an areal view from near space tim's render is rite if you were comming in from space,if I get it done there is 200 segments to this plot(battle field earth)now if I only can get the plane into inches instead of meters I have a go .
thanks everone for you help
