abnyone know where i can find some tutorials for cell shading in gmax? if its possible.
as im planing on making a mod for renegade that uses cell shading if possible.

I think that cell shading is something that would get handled by the rendering engine. So if Renegade can handle it, then you could do it. As for me, I wouldn't put any money on it...

That sounds to me like an impossibility without completely altering the render engine. You could technically create a level that appears to be cell shaded, but all characters and vehicles will appear normally.
