All made with standard Max materials. Light settings included as seen in preview.
Bend modifier is applied, and the lights are attached and will follow the bending.
To duplicate the base segment, just select all objects in the segment, press Edit-Clone and move forward with 'Snap to Vertex' for example. Then rotate and adjust bending angle.
