Every county is a separate model in a separate file.
Every county has its own surface (material), named correctly.
Example - Baldwin County, Alabama:

county surface (material): AL_Baldwin
In the same manner AL_Autauga, AL_Barbour, AL_Bibb....etc.

The state is also provided as a separate model (file) with all counties included. Every county in every state model is separately extruded and has its own surface (material), named correctly.
Example - Baldwin County, Alabama:

county surface (material): AL_Baldwin

Colors are random, if some of them is black, dark, etc - that means nothing.
You can see on the last preview image visualization example. Just select the county you want then scale, move, or just extrude it for best result.
If you need any kind of USA counties visualization this collection is your best start - everything named correctly, everything separated correctly, no fancy bevels that are easy to do but difficult to undo.
