Every county has its own surface (material), named correctly.

The state is also provided as a separate model (file) with all counties included. Every county in every state model is separately extruded and has its own surface (material), named correctly.

Colors are random, if some of them is black, dark, etc - that means nothing.
You can see on the last preview image visualization example. Just select the county you want then scale, move, or just extrude it for best result.
