Rar file includes textures and there are materials in 3dsmax file.
In the model lakes are cutten so we could put water surface material.
I put sattelite texture on 3d model.
To show how are the 3d details i also rendered with another material which you can found in material editor.
Istanbul3d.max file has sattelite texture on 3d model.
Also there is a free preview wmv file here. You can see better.

Terrain data is from goverment. So it should be true.
